    In the state of Arizona a person needs to be 15 years old and 7 months to obtain a permit to drive. There is a new law however that will start July 1 2008. Teenage Drivers Safety Act, which allows at person to get their instructional permit at 15 years old and 6 months. This is House Bill 2033.

    28-3154. Instruction permit for a class D or G license

    A. A person who is at least fifteen years and six months of age may apply to the department for an instruction permit for a class D or G license. The department may issue an instruction permit to the applicant after the applicant successfully passes all parts of the examination other than the driving test or Take a certified Driving School Course.

    B. The permittee is accompanied by a person who has a class A, B, C or D license, who is at least twenty-one years of age and who occupies a seat beside the permittee.
